Requirements Retired 05/06 with DoD, national or international level experience. Experience in one or more of the following areas is required: Strategy Development, Senior Level Personnel Management, Logistics Management, Personnel Management, Acquisition. Experience in Force Mananagement/Development, PolMil or Civil Military Affairs is highly desired. Spanish (Castillian) Speaker 3/3 is required. Strong communication skills a must, to include written and oral presentations to senior EG and US officials. Proficiency in MicroSoft Word, PowerPoint and Excel required. Proficiency in MS Project desired. War College Graduate desired.

Position Description Working with the senior leaders of the Equatorial Guinean Ministry of Defense, to assist the Government of Equatorial Guinea in enhancing national security and stability by implementing the Action Plan approved by the President of Equatorial Guinea. The focus of the position is to assist in improving EG's capability to exercise sovereignty and protect its populace, national borders, territorial waters, and natural resources while facilitating improvements in quality of life, a sense of national service and human rights. Form and and lead a MOD/MPRI Action Plan Implementation Office that will oversee the transformation of the security forces, starting with the MOD, Maritime Force and National Police inititally, and eventually expanding to the Army and Air Force. Analyze the internal and external environment and assist in the development of strategic level polices and plans, starting with the development of a recommended National Security Strategy and National Defense Strategy. Develop recommendations and advise and assist senior MOD officials in drafting defense law and in establishing roles and missions of the security forces. Develop recommendations and advise and asist senior MOD officials in reorganizing the MOD and General Staff along modern military models in a democracy. Develop recommendations and advise and assist senior MOD officials in implementing a force management model designed to produce the right type and number of security forces, equipment and facilities that will enable national security.
