How to Stop Bosnia From Falling Apart

After 14 years of intense international efforts to stabilize and rebuild Bosnia, the country now stands on the brink of collapse. For the first time since November 1995 -- when the Dayton accord ended three and a half years of bloody ethnic strife -- Bosnians are once again talking about the potential for war.

Bosnia was once the poster child for international reconstruction efforts. It was routinely touted by U.S. and European leaders as proof that under the right conditions the international community could successfully rebuild conflict-ridden countries. The 1995 Dayton peace agreement divided Bosnia into two semi-independent entities: the Federation of Bosnia and Herzegovina, inhabited mainly by Bosnian Muslims and Bosnian Croats, and the Serb-dominated Republika Srpska (Serb Republic, or RS), each with its own government, controlling taxation, educational policy, and even foreign policy. Soon after the war's end, the country was flooded with attention and over $14 billion in international aid, making it a laboratory for what was arguably the most extensive and innovative democratization experiment in history. By the end of 1996, 17 different foreign governments, 18 UN agencies, 27 intergovernmental organizations, and about 200 nongovernmental organizations (NGOs) -- not to mention tens of thousands of troops from across the globe -- were involved in reconstruction efforts. On a per capita basis, the reconstruction of Bosnia -- with less than four million citizens -- made the post-World War II rebuilding of Germany and Japan look modest.

As successful as Dayton was at ending the violence, it also sowed the seeds of instability by creating a decentralized political system that undermined the state's authority. In the past three years, ethnic nationalist rhetoric from leaders of the country's three constituent ethnic groups -- Muslims, Croats, and Serbs -- has intensified, bringing reform to a standstill. The economy has stalled, unemployment is over 27 percent, about 25 percent of the population lives in poverty, and Bosnia remains near the bottom of World Bank rankings for business development.

Hace tiempo que no tocábamos a los balcanes, y hay cosas nuevas:

Palo para BiH. El consejo de ministros de AAEE de la OTAN acepta el plan de acción para la integración de Montenegro en la OTAN, pero aplaza la decisión sobre Bosnia debido a sus problemas políticos internos (es una forma más de presionar a la clase política local para que lleguen a un acuerdo sobre la reforma constitucional)

NATO has accepted Montenegro in its Membership Action Plan, MAP, an essential stepping stone towards full membership in the Alliance. However, Bosnia and Herzegovina failed to join the Plan because the country has not made enough progress in necessary reforms, foreign ministers said.

However they promised that Bosnia and Herzegovina will ultimately become a MAP member, once it fulfils all necessary conditions.

NATO foreign ministers acknowledged Montenegro’s progress in reforms as well as the country’s role in security in the region.

“On that basis, we are pleased today to invite Montenegro to move towards NATO membership by joining the Membership Action Plan. We will continue, through the MAP, to support Montenegro’s reforms,” NATO foreign ministers said in a written statement.

NATO Secretary General Anders Fogh Rasmussen congratulated Montenegro's achievement. “It is the result of hard work and with the sustained effort at further reform, today’s invitation will be a stepping stone to the ultimate goal – full membership in NATO,” the NATO chief said.

Turning to Bosnia, Rasmussen noted that it is encouraging that membership in MAP is supported across the political spectrum in the country. “There should be no doubt in Bosnia and Herzegovina: We want to see you in MAP, we want to see you in NATO,” he said.

“It is not a question of if, but when,” he added.

Rasmussen said NATO has sent a strong message to the country and it is time for the political elite there to live up their commitments.

“By today’s decision we have shown confidence in you, now we expect from you to live up to this confidence and move towards forming a well functioning society,” Rasmussen said.

The Membership Action Plan is a NATO program of advice, assistance and practical support tailored to the individual needs of countries wishing to join the Alliance. Montenegro applied for the Membership Plan in December of last year.
Esta decisión hay que entenderla junto a la liberalización de las visas para Montenegro, Serbia y Macedonia, mientras que para Bosnia y Albania el tema sigue aparcado.

Our media are right to see as alarming news the construction of the Serbian military base near Bujanoc [Bujanovac]. This aggressive action on the part of the Belgrade politics, even though it is happening in its territory, but also in an area with a majority Albanian population, conveys disturbing messages about peace and security in our region. It does not convey good messages about the EU's integration policies for the Western Balkans. It rightly provokes the nationalist feelings among those who feel the burden of insecurity from the revival of the Serbian military forces, which not so long ago had turned the region into a bloody arena of fighting. Of course, and rightly so, the Albanians are the first to feel this burden of insecurity, who, even without this base, have lived with the insecurity and lack of life prospects. If anyone in the region should tread carefully in communication with the minority communities then they are Serbian political representatives. They are under obligation to feel the burden of their predecessors' guilt, from which they have not distanced themselves to this day. The latest action reconfirms this.

If the construction of this insecurity base in the border area with Kosova [Kosovo], which is a majority Albanian territory, is going to attract the increased attention of the EU in relation to security and human rights in the region, by applying equal, not double standards, and if it succeeds in provoking the Albanian leaders and our national politics in general, as well as the citizens when they decide what party they will vote for, that would be enough. This move on the part of Serbia is a trump card for all Albanian politicians in the Western Balkans. Of course, this is not the only reason to start thinking more seriously that we have to control everyone in our national lands in order to preserve security and rights. The international civilian and military presence cannot be relieved of responsibility, because it was its duty to build up Kosova's security capacities and it has failed to do this to the satisfactory degree. Of course, the main responsibility lies with Albanians, who, for the past ten years, have left the security issue in the hands of people who were not professionally and politically prepared, as they were only with their bodies in the professional security forces, but not with their minds and hearts. Politics has not been any better during these years, either, as it has been entirely preoccupied by clans and illegal profits and has neglected its responsibility to build responsible and professional institutions that are able to guarantee the rule of law in the entire territory of the Republic of Kosova.

Serbia's Army Chief of General Staff Lieutenant General Miloje Miletic said on Thursday that the army will become fully professional by the first half of 2011 at the latest.

Speaking at a conference 'Necessary Skills for Serbian Army Officers, 2010-2020', Miletic said that Serbian officers will be educated according to NATO standards.

"The very fact that our officers have been educated in various institutions in the countries that are members of the Partnership for Peace program and NATO allows us to educate our officers according to those standards," Tanjug news agency quoted Miletic as saying.

Serbia became a Partnership for Peace, PfP, member in December 2006, signing a cooperation agreement with NATO in which democratic, institutional and defence reforms were the key focus.

Prior to becoming a formal member, Serbia engaged in limited security and defence reform cooperation with NATO, while military officers and civilians were allowed to participate in PfP courses.

A day after NATO accepted Albania and Croatia into the Alliance in April last year, Serbia unveiled drafts of national security and defence strategies, in which it maintains its military neutrality.

When asked how the army education is related to the country's military neutrality, Miletic said that the officers' education has nothing to do with it.

"We (the military and the Defense Ministry) respect the decisions of the Serbian parliament, like all other government institutions, and that (military neutrality) does not prevent us from cooperating with other militaries in the world," the agency quoted Miletic as saying.

Necesito buscar fuentes de información relacionadas con el crimen organizado en la antigua Yugoslavia, no necesito la información, sino la fuente de la misma (think tanks y similares), por eso,si alguno de vosotros tienen enlaces a sitios donde se trate este tipo de información y me los pudiera proporcionar, le estaría eternamente agradecido.

Bosnian police have launched a massive operation against a conservative Muslim community, to prevent what they called attempts to destabilise the country.

Hundreds of police officers raided the mountain village of Gornja Maoca in northern Bosnia.

The village is home to Bosnian followers of Wahhabism, a strict form of Sunni Islam.

Some 600 officers surrounded the village before raiding it on Monday morning, the spokesman added.

It was the biggest police operation in Bosnia since its 1992-1995 war, said the state prosecutor's office.

Security forces closed off the isolated northern village, which is near the northern city of Brcko and has around 100 residents, while the raid was in progress.

"The goal of this operation... is to identify people accused of endangering the territorial integrity of Bosnia-Hercegovina, threatening the constitutional order and promoting national, racial and religious hatred," Boris Grubesic, the prosecutor's spokesman, told AFP news agency.

Local radio reported that several people were arrested - including Wahhabi cleric Nusret Imamovic - and ammunition was seized, but this was not confirmed by police.

Security threats?

Gornja Maoca had been under surveillance for some time, says BBC Balkans correspondent Mark Lowen.

The raid was carried out by officers from both of the semi-autonomous entities that make up Bosnia: the Serb-dominated Republika Srpska, and the Bosniak-Croat Federation, of Bosnia-Hercegovina.

During Bosnia's war, a large number of foreign Islamic fighters, or mujahideen, came from the Middle East to assist soldiers from the Bosniak (Bosnian Muslim) army, our correspondent adds.

Many stayed in the country and gained Bosnian nationality. After some were identified as security threats, they were stripped of their citizenship and deported.

Al-Qaida entre nosotros

S para esta semana es la primera vez, ha admitido que la evidencia de las actividades de Bin Laden, Al-Qaeda en Bosnia-Herzegovina. Portavoz de la Fuerza de Estabilización, Daryl Morell dice que ha roto los vínculos de Al-Qaeda en Bosnia-Herzegovina, pero eso no significa que todas las amenazas terroristas en Bosnia y Herzegovina eliminado. Es interesante que el comando de la Fuerza de Estabilización de decidió salir con el reconocimiento de las actividades de Al-Qaeda en Bosnia-Herzegovina sólo un día después de que el influyente Wall Street Journal publicó el texto que revela el plan fracasó ataques terroristas cuyos objetivos deberían ser la SFOR estos campamentos en Tuzla y Srebrenica. No por casualidad, por supuesto, los socios de Bin Laden han elegido estos dos campos. En ellos, a saber, que se encuentra en el cuerpo principal de las tropas estadounidenses dentro de la SFOR.

Información sobre las acciones de la policía y la Fuerza de Estabilización de difícil curación en el público, y una de las principales razones es el hecho de que la lucha contra las acciones terroristas están todavía en curso. Misión de Naciones Unidas en Bosnia y Herzegovina, anunció un nuevo arresto y posible, y que la policía federal y de la SFOR no asociados neutralizirali bin Laden en el testimonio de Bosnia y Herzegovina y las declaraciones del portavoz de la SFOR, que le dijo a los periodistas que vínculos con al Qaeda en Bosnia y Herzegovina terminó, pero no y completamente destruido.
Esto último es de muy interés:

-Participación de la SFOR
-Argelinos relacionados con el GIA detenidos, dos en busca y captura.
-Los terroristas realizan parte de sus operaciones bajo actividades pantalla de ONG's, especialmente musulmanas y más concretamente de Arabia Saudí.
-Posibles objetivos: SFOR, Embajadas Occidentales (RU y EEUU)

Una prueba más de que el destacamento militar de SFOR tiene que pasar de simple presencia (por muy buenos campos de maniobras que hay allí) a centrarse en actividades de inteligencia contra el terrorismo islámico.

Mucha suerte a los españoles que están allí dedicados a esas tareas, especialmente los lagartos :wink:

Ojo con esto amigos "bosniacos", seguimos con la desestabilización desde grupos wahhabitas y salafistas de la comunidad musulmana en los Balcanes.

Se habla muy concretamente de Madedonia, donde con la financiación saudita se están abriendo decenas de mezquitas y nuevas organizaciones benéficas, se está alentando a la población a seguir las corrientes más estrictas del Islam (barba, niqab...)
Saudis fund Balkan Muslims spreading hate of the West

SAUDI ARABIA is pouring hundreds of millions of pounds into Islamist groups in the Balkans, some of which spread hatred of the West and recruit fighters for jihad in Afghanistan.

According to officials in Macedonia, Islamic fundamentalism threatens to destabilise the Balkans. Strict Wahhabi and Salafi factions funded by Saudi organisations are clashing with traditionally moderate local Muslim communities.

Fundamentalists have financed the construction of scores of mosques and community centres as well as handing some followers up to £225 a month. They are expected not only to grow beards but also to persuade their wives to wear the niqab, or face veil, a custom virtually unknown in the liberal Islamic tradition of the Balkans.

Government sources in traditionally secular Macedonia (official title the Former Yugoslav Republic of Macedonia), said they were monitoring up to 50 Al-Qaeda volunteers recruited to fight in Afghanistan.

Classified documents seen by The Sunday Times reveal that Macedonian officials are also investigating a number of Islamic charities, some in Saudi Arabia, which are active throughout the Balkans and are suspected of spreading extremism and laundering money for terrorist organisations.

One of the groups under scrutiny is the International Islamic Relief Organisation from Saudi Arabia, which is on a United Nations blacklist of organisations backing terrorism. It did not respond to inquiries, but has previously denied involvement in terrorist activities, calling such claims “totally unfounded”.

According to its website, it works in 32 countries to provide relief to the victims of natural disasters and to carry out humanitarian, health and educational projects.

“Hundreds of millions have been poured into Macedonia alone in the past decade and most of it comes from Saudi Arabia,” said a government source. “The Saudis’ main export seems to be ideology, not oil.”

Sulejman Rexhepi, leader of the Islamic community in Macedonia, said a number of mosques had been forcibly taken over by radical groups. Four in central Skopje are no longer under the control of the official Islamic authorities. New imams claim they have been “spontaneously” installed by the “people”.

“Their so-called Wahhabi teachings are completely alien to our traditions and to the essence of Islam, which is a tolerant and inclusive religion,” said Rexhepi.

In some mosques believers are being told that Macedonia, which sent 200 soldiers to Iraq and Afghanistan, has been tricked into supporting a crusade against Islam spearheaded by Britain and America. Radical clerics have shown footage from Afghanistan, Iraq and the Palestinian territories to illustrate their claims that the West is waging war on Islam.

Rahman, a 35-year-old cab driver from Skopje, Macedonia’s capital, said he had stopped going to his local mosque since it was taken over by extremists. “Following the Haiti earthquake the new imam said God would punish the West for their wars in Afghanistan and Iraq with natural disasters,” he said.

Bekir Halimi, an imam trained in Syria, runs Bamiresia, an Islamic charity that has been investigated for alleged terrorist links and money laundering. Police raided its offices but failed to find any evidence of terrorist links.

“We are fully entitled to receive funding from both governmental and non-governmental organisations from Saudi Arabia,” said Halimi, who refuses to name the sources of his funding but rejects any suggestion of criminal activity.

Macedonia’s law enforcement agencies warn that the European Union and America have failed to recognise the growing problem of Islamic extremism in the Balkans.

Baroness Ashton, the EU foreign policy chief, has declared stability in the region to be her top priority, but local politicians complain that the EU and Nato are reducing their presence in troublespots such as Bosnia and Kosovo.

Last month, Bosnian security forces raided a village strongly influenced by Salafi extremists and found a weapons cache.

In raids elsewhere rifles, bombs and rocket-propelled grenades have been uncovered.

The West has put considerable political and financial efforts into helping build democracy in Bosnia following its civil war in the 1990s. Saudi organisations have also asserted considerable influence, giving more than £450m to build more than 150 mosques and Islamic centres.

In Macedonia, Fatmir, a former disc jockey, explained how he became an adherent of Salafism. The father of two has grown a beard and instructed his wife to wear a niqab. A European Union judge in Kosovo has released from detention a Kosovo Albanian man wanted on U.S. terrorism charges but he must report to police twice a week, an EU mission spokeswoman said on Friday.

Bajram Asllani, 29, was arrested on Thursday by Kosovo and EU police after U.S. prosecutors in North Carolina accused him of providing material support to terrorism suspects and conspiring to kill and hurt people abroad.

"He has to report to police twice a week," Kristiina Herodes, a spokeswoman from the EU police and justice mission (EULEX) said. "The prosecutor will have a close look at the written decision by the judge and then will decide to appeal against the decision or not."

Two years after declaring independence, Kosovo's fragile peace is still maintained by some 10,000 NATO troops and 2,000 police, judges and prosecutors from the EU.

Despite the decision from the EU judge, Herodes said that now it is up to the Kosovo government whether Asllani will be extradited to the United States or not.

Asllani was accused of soliciting money from a group of men in North Carolina who were arrested last year for an alleged plot to attack a U.S. Marine Corps base in Quantico, Virginia, according to U.S. prosecutors.

The seven men arrested in North Carolina were also charged with conspiring to provide material support to terrorists and for conspiracy to murder, kidnap, maim and injure people overseas, including in Kosovo, Jordan and the Gaza Strip.

"I personally have asked to be extradited to the United States because I am not afraid of U.S. justice, I believe in justice because I am innocent," Asllani told local media in his town in Mitrovica after he was released.

He said that Americans are good people and he has nothing against them.

The United States is the biggest supporter of Kosovo's independence and has 1,480 troops on the ground.

Last month Kosovo detained five people suspected of belonging to the radical Wahhabi school of Islam and seized a large cache of weapons. Two of the detainees were Kosovo Albanians and the three others Bosnian Muslims from Kosovo.

Around 90 percent of Kosovo's population is Muslim, with just four percent Roman Catholics, but Kosovo remains a largely secular country.
