Large-Scale Battle in Algeria Leaves 4 Terrorists Dead

In the early hours of Saturday, July 14, a group of terrorists, which according to eyewitnesses numbered around 150, carried out simultaneous attacks on a police station and other security installations in and around the village of Yakouren (Kabylia), 50 km east of Tizi Ouzo. The attackers used Kalashnikov rifles and an RPG-7.

Bombs had been planted on the main road to the village in an attempt to prevent reinforcements from arriving, but army forces arrived from other directions, including by helicopter, and pursued the attackers. Four terrorists were killed during the retreat; no fatalities were reported among the Algerian security forces in the four-hour battle.

In a separate attack on Saturday, a soldier was killed when a remote-control bomb was set off against an army patrol in Bouilef, on the border between the Tizi Ouzo and Boumerdes districts.

La nuit d’enfer de Yakouren

C’était digne des scènes de guerre de Ramadi (en Iraq) qu’on ne voit que sur El Djazira. La nuit du vendredi 13 fut une nuit d’apocalypse. C’est en ces termes que ces gens de Yakouren nous ont décrit les longues heures d’accrochages qui ont eu lieu durant la nuit du vendredi entre les forces de sécurité et les terroristes.

Hier, la petite ville de Yakouren grouillait de monde. Le centre-ville était animé. L’air, suffoquant d’ailleurs, lâcha des petites brises de fraîcheur qui balayaient en intervalles irréguliers es ruelles qui donnent toutes sur la vaste forêt de Yakouren havre de paix pour les singes.

A la vieille cité, les gens faisaient leurs emplettes dans les commerces bien achalandés. Les cafés maures sont pleins. L’on sirote son café d’une main et l’on tient un journal par l’autre. Les Une de tous les quotidiens ont titré sur l’événement que leur ville venait de vivre l’avant veille. C’est le sujet de toutes les discussions. Des discussions qui s’interrompent à notre vue. La suspicion gagne de facto toute personne étrangère qui y pénètre. Les regards deviennent de plus en plus durs à supporter. C’est comme si l’on s’apprêtait à vous tirer dessus. La peur et l’inquiétude se lisaient quand même dans leurs yeux.

Nous décidons de prendre la température aux villageois ayant subi quatre heures d’accrochage et une nuit d’horreur. Ça n’a pas été facile de faire parler des personnes qui se tenaient à leur vie. De là, nous apparaît l’imposant bâtiment faisant office de siège de la brigade de Gendarmerie nationale, théâtre d’un assaut des plus spectaculaire opéré par au moins une cinquantaine de terroristes au moment où leur acolytes sont embusqués dans différents endroits de la ville. L’édifice, qui date de l’époque coloniale, est érigé sur la plus haute colline de la ville. Il domine celle-ci, mais il la protège également car implanté juste au ras de forêt. Ses murs témoignent de la violence de l’opération terroriste. Les impacts des balles sont visibles de loin. Deux fenêtres de la partie supérieure du bâtiment sont entièrement calcinées. Elles étaient atteintes par les obus de roquettes tirés au début de l’opération à partir d’un crête, distante de moins de 300 mètres en vol d’oiseaux qui lui fait face de l’autre côté de la ville.

La façade donnant sur la forêt est entièrement éventrée par l’explosion d’une bombe que les terroristes ont fait exploser avant de donner leur assaut. Un peu plus haut, sur la route du lycée, un café est quasiment vide. Nous y entrons, et à notre surprise, nous ne rencontrons que deux jeunes à l’intérieur. L‘un d’autres eux est le propriétaire et l’autre, son voisin qui a marqué une halte de son retour du marché. Nous serons accueillis de la même façon qu’au centre-ville : méfiance et regards hagards. Nous déclinons notre identité avec un large sourire. Rien n’est fait, la méfiance est à son paroxysme. “Vous êtes journalistes ? Montrez-moi vos papiers...”, nous répliqua le tenancier du café non sans nous quitter des yeux une seconde. “Que voulez-vous ?”, dira-t-il ensuite. Alors nous nous déployant avec toute notre énergie pour le mettre à l’aise.



Leur but : réduire à néant la brigade de gendarmerie

Après longue hésitation, notre interlocuteur nous lâcha, “ce que je vais vous dire tout le monde le sait, c’est ce que j’ai entendu parler hier (avant-hier ndlr) dans la vielle ville, c’est ce que vous les journalistes vous avez d’ailleurs rapporter dans vos articles... enfin... les assaillants ont ciblé la brigade de gendarmerie et ont voulu la réduire à néant, la preuve, c’est qu’ils ont concentré toute leur artillerie sur ce bâtiment...”, le jeune homme éprouve du mal, plutôt de la peur, à nos témoigner ce qui c’est passé cette nuit-là.

Bégayant par moment il décida ensuite de trancher avec sa conscience “moi je n’ai rien vu, j’ai fermé tôt, allez au centre-ville si vous voulez avoir des témoignages”. A ce moment, son voisin intervient pour nous dire qu’il a entendu de chez lui un véhicule passer par cette route (la route du lycée qui mène vers la sortie sud-ouest de la ville). Il précise que le véhicule était une Peugeot J5 qui avait abordé la monté avec difficulté. “A peine les premiers coups de feu partis, j’ai entendu le moteur de ce véhicule “gronder”. A ce moment, j’ai décidé de sortir pour assouvir ma curiosité. Ensuite j’ai entendu le moteur s’arrêter au bout de cette piste. C’est là qu’un groupe de terroriste qui a dressé son barrage pour empêcher l’arrivée des renforts de l’armée de ce côté-là”, tenta d’expliquer le second jeune.

“Regardez cet immeuble ! C’est là que les terroristes se sont embusqués et d’où ils tiraient à laide des fusils mitrailleurs sur les gendarmes”, nous montra du doigt le jeune homme. L’immeuble en question est à peine à 30 mètres du siège de la brigade. Il fait parti des autres bâtiments qui forment la Cité EPLF, dont certains logements sont toujours inoccupés.

“Y a-t-il des familles qui y résident ?”, nous l’avions interrogé. “Tout l’immeuble est habité. Les familles ont été tenues à l'écart par les terroristes après avoir investi leur demeure. Certaines ont été carrément évacuées à l’extérieur, d’autres ont été contraintes de subir les tirs croisés échangés entre gendarmes et assaillants. Heureusement pour elles, aucune victime n’a été déplorée”. L’immeuble en question présentait en effet des traces de criblement de balles tirées par les gendarmes durant leur riposte.



“Les gendarmes étaient très courageux”

A en croire le témoignage des habitants de Yakouren, les terroristes ont planifié leur coup depuis plusieurs jours. Ils mettent en avant le fait que les membres d’El Quaïda au pays du Maghreb venus en très grand nombre ont investi tous les coins stratégiques de la ville et de ses alentours. “Ils ont pris possession de toutes les entrées de la ville en dressant leur barrage. Certains de leurs acolytes ont servi d’arrière-garde, d’autres flânaient librement dans les ruelles de la ville. Un des leurs avait sur lui un cartable et un pistolet avec lequel il donnait l’ordre de tirer”, témoigne un jeune qui dit avoir assisté aux débuts de l’opération via la fenêtre de son magasin.

Son copain raconte que les assaillants ont d’abord déposé des bonbonnes de gaz au pied de mur de la brigade qu’ils ont acheminé sur des brancards. Se sont ces mêmes bonbonnes utilisées en bombes qui ont explosé avant le début de l’accrochage, précise-t-il, en signalant que la déflagration était si forte que toute le monde a cru à un tremblement de terre.

“Ce qui me laisse pantois, c’est le fait que les assaillants aient tout leur temps pour investir l’immeuble de la cité EPLF qui fait face à la brigade et placer des projecteurs sans qu’ils ne soient repérés”, s’est-il interloqué avant de nous faire son commentaire. “Les gendarmes étaient très courageux ils étaient assaillis de partout. Toutes les armes de guerres en possession des terroristes étaient braquées sur eux. Les impacts de balles et les trous béants sur les murs de leur siège dénotent d’un déluge de feu des plus spectaculaires que ces gendarmes ont subi. Et avec tout cela, ils se sont sortis avec seulement deux blessés !”, a-t-il poursuivi. Les quatre terroristes abattus ont été présentés aux citoyens dès 6h 30 devant la brigade de gendarmerie. Ceux qui les ont vu, parlent de personnes habillées en anciens treillis militaires et en tenues afghanes.

A Yakouren tellement la peur et la psychose sont toujours vives, hier nos interlocuteurs tenaient à leur anonymat. “Qui sait, la situation est désormais périlleuse pour nous. Tout le monde a peur de tomber en sandwich entre les balles des militaires et celles des terroristes qui écument notre région. La présence des militaires est certes rassurante mais cela n’empêche pas les terroristes de faire leur irruption dans la ville”, diront unanimes nos interlocuteurs comme pour nous signifier la peur qui les ronge toujours. Une peur bien visible en somme sur tous les visages des citoyens de Yakouren qui ont vécu une nuit d’apocalypse un vendredi 13 comme l’on si bien dit.

Nous quittons la ville comme nous étions entré, en passant sur des barrages constitués par des éléments de l’ANP, de la garde communale et des gendarmes sans que nous soyons soumis au moindre contrôle. Peut-être que les forces de sécurité savent très bien que leurs ennemis sont dans le massif forestier dans lequel les hélicoptères de combats continuent à pilonner.

Más pistas sobre Ansar al Islam en Marruecos, según los especialistas de la Fundación Jamestown
The past 12 months have witnessed a progressive increase in the number of political statements and terrorist plots targeting Morocco. The most recent group to publicly declare its discontent and issue a declaration of jihad against the government of King Mohammed VI was the newly constituted "Ansar al-Islam in the Muslim Desert, the Land of the Veiled Men" (Terrorism Focus, May 8; Terrorism Focus, July 3). The name itself, meaning "supporters of Islam," follows a similar naming convention to that of the widely publicized Al-Qaeda in the Islamic Maghreb and may be derived from the name of the former Kurdish Islamist group, Ansar al-Islam.

Ansar al-Islam in the Muslim Desert's June 28 release expanded on the group's first statement and contained a video, approximately 24 minutes long, which focused primarily on the relationship between the United States and Morocco. The video featured extensive footage from a 2002 press conference at the White House between President George W. Bush and King Mohammed VI (Echourouk el-Youmi, July 2). Furthermore, in a manner possibly modeled after al-Qaeda, the statement played on historical Muslim grievances—such as the re-conquest of Andalusia—as well as acknowledging current regional disputes by dismissing the nationalist aims of the Algerian-backed Polisario Front, which is pursing independence for the Moroccan-administered territory of Western Sahara (Echourouk el-Youmi, July 2).

Moroccan authorities are believed to have pinpointed the location where Ansar al-Islam in the Muslim Desert's first video was filmed by analyzing the geography and foliage seen in the video. According to "informed sources," the plants shown in the video are found only in a specific region of southeastern Mauritania (Assabah, June 4).

It is not clear if the threats directed at the Moroccan government by Ansar al-Islam in the Muslim Desert are the reason for the decision to elevate the terrorist alert to its highest level; however, the shadowy group is not the only threat to the stability of the kingdom. Al-Qaeda in the Islamic Maghreb poses an existential threat to Morocco and has demonstrated its capability to conduct attacks against high profile targets in neighboring Algeria.

Morocco is scheduled to hold parliamentary elections in September, the first since 2002, and authorities are undoubtedly concerned about potential attempts to destabilize the government. A series of suicide bombings this spring served as a grisly reminder to residents of Casablanca of the horrors that a number of the kingdom's citizens are willing to inflict upon others. According to a statement released by the Interior Ministry, security services have been ordered to undertake a "total mobilization," and it was indicated that the current level of deployed security forces will double (MAP, July 7).

Golpes argelinos a Al-Qaeda en el Magreb:

Están combatiendo en los montes de Djurdjura contra células islámicas.
En dicha zona han elminado al autor intelecutal de los cinco atentados en Argel y Lakhadaria, Sid Alí Rachid @ Alí Dix, el 30 de Julio.

Días antes, se rindió Abdelkader Benmessaud. Éste proporcionó información valiosa sobre el terrorista Mokhtar Belmokhtar @ El Tuerto. El terrorista opera en las regiones del Sahara y el Sahel al frente de un grupo operativo denominado "Al-Mulathamun" al que se considera la estructura armada mejor preparada de la organización afiliada a Al-Qaeda.

6 terrorists arrested and others eliminated in Tebessa province

Army forces units arrested 6 terrorists and killed others in borders between Tebessa and Khenchla provinces; well informed sources told El Khabar. The terrorists formed, according to the same sources, a warfare training camp for al Qaeda in the Islamic Maghreb terrorist organization.

Joint security and army forces of the 4th and 5th military regions led a wide scale security operation in the borders between Tebessa and Khenchla provinces precisely in Oued el Mechreaâ, after being notified by information mentioning that a terrorist group made up of an important number and very well equipped sheltered in the mountainous region.

The same sources revealed that security services moved with heavy weapons and inflicted a heavy loss to the terrorist group during bombings as they eliminated many of them and arrested six others who are being questioned to unveil all the truth about the other terrorists still hiding in mountains. To mention, our sources estimate their number to reach 100 armed elements.

La CIA, según ha publicado la revista The Economist, calcula que los miembros activos de AQMI en la zona son entre 100 y 150; pero el espionaje francés, citado por France-Presse, los eleva a entre 500 y 800 hombres, que se mueven por el sur de Argelia, Mauritania, Malí y Níger.
También dicen que el CG del despliegue en Mali se encuentra en Tombuctú

AQIM Renews its Threats Against France

In July, newly elected French President Nicolas Sarkozy visited Algiers to reaffirm France's "deep friendship" with the Maghreb and present his project of a "Mediterranean Union" designed to promote a strong and durable relationship between the Maghreb and Europe. In the aftermath of Sarkozy's visit, Al-Qaeda in the Islamic Maghreb (AQIM) strongly condemned the proposed treaty. Abu Musab Abdul Wadud, AQIM's leader, stated, "It [the treaty] would be a total crime added to the black list of crimes committed by France against this country [Algeria], and it will be another betrayal of the ruling regime in Algeria added to its account which is full of betrayal…that is what our ummah with all its different categories must refuse, confront and fight by all means." AQIM's condemnation of France's political overture was expected. The Islamist groups who fought the Algerian regime during the 1990s (first the FIS, then the GIA and finally the GSPC) have long denounced France for its historical role in Algeria and its support to the ruling party. Last month's condemnation, however, is the first of a French policy initiative since the GSPC became the latest al-Qaeda franchise. As such, it should be carefully scrutinized.

The language and tone of AQIM's communique reveals a mixture of anti-colonialist nationalistic sentiment and of Salafi-Jihadi zeal that reflects the ideological duality of the group since it was officially accepted by Ayman al-Zawahiri as an al-Qaeda franchise (LExpress.fr, April 18; Le Figaro, September 14, 2006). On the one hand, Wadud uses anti-colonial rhetoric to criticize France's supposed domination of Algeria. Such diatribe against France's "exploitation and crimes" has always been the hallmark of the GIA and the GSPC. In this vein, Wadud first asserts that France's history in Algeria is "replete with crimes and injustices, domination and tyranny, genocide and murder, exile and eviction," focusing on France's colonization of Algeria from 1830 to 1962. In short, nothing in the history of French Algeria would warrant any kind of friendship treaty today. On the other hand, Wadud resorts to al-Qaeda-inspired ideology accusing France of participating in a "Christian crusade" to dominate the Muslim world. Wadud charges that France's colonial policies were designed "to strip the Muslims of their identity and religious values." Furthermore, he adds, this "crusader inclination" continues today as France participates "with America in occupying Afghanistan and [in] conspiring against Lebanon and other Muslim countries." It is worth noting that Wadud repeats only two of al-Zawahiri's three justifications to entice attacks against France. For al-Zawahiri, France is guilty of three "crimes": assisting the United States in Afghanistan; supporting UN Resolution 1701 on Lebanon; and eroding the rights of true Muslims by promoting secularism.

In conclusion, Wadud argues that France's role (past and present) both as a "cruel" colonial power and a "crusader" precludes any friendship treaty with Algeria. The artful communique reads: "So how can France or any of its followers in Algeria be able to jump on this terrible legacy and ignore this painful past and call for friendship between the oppressor and the oppressed, the offender and the victim, before the administration of justice, the deterring of injustice and the fulfillment of rights?" On these grounds, all Muslims must "refuse, confront and fight [the proposed treaty] by all means." Although the threat is vague, it should be taken seriously as AQIM might benefit from mounting opportunities to strike French interests in France and/or abroad.

First, both al-Qaeda and AQIM have placed France on their "hit list." Last September, al-Zawahiri called on the GSPC to strike France. In his speech accepting the pledge of allegiance from the GSPC, al-Zawahiri said: "This sacred union [between al-Qaeda and the GSPC] will spread fear in the hearts of the traitors and unbelievers of France" (Le Figaro, September 14, 2006). When Wadud announced the re-branding of the GSPC as AQIM, he also stated that France was the group's principal enemy. This statement of intent represented a departure from the group's predecessors. Both the GIA and the GSPC had threatened France in the 1990s and early 2000s. The GIA even hijacked an Air France plane in December 1994 to intimidate the French government into relinquishing its support to the government of Algiers. Both the GIA and the GSPC, however, made it their goal to unseat the ruling regime in Algiers and replace it with an Islamic government. For them, striking France was a way to weaken the government in Algiers. AQIM has apparently chosen to strike the far enemy, at least for the time being.

Second, French authorities have reported that GSPC support networks have strengthened during the past few years in France and Europe. In particular, they note that the GSPC has substantially reinforced its presence in Germany and Italy since 2003. As of 2007, French counter-terrorism authorities consider that several dozen networks, most of them close to the GSPC, are active in France. They also note that several of these cells have been implicated in recruiting volunteers for the Iraq jihad (Le Figaro, September 14, 2006). In addition, Spanish media recently reported that AQIM supporters are collecting funds and recruiting volunteers for training in North Africa (Aujourd'hui le Maroc, April 18).

Third, French authorities worry that those networks might gain a boost from two sources. In accordance with its national reconciliation plan, the Algerian government has begun to release thousands of Islamists and terrorists captured during the civil war of the 1990s. The GSPC's amir has called on them to join his movement. French authorities fear that some of these individuals who join AQIM after their release from prison may decide to leave Algeria and mount terrorist operations in France. The challenge will be to intercept them before they can accomplish their misdeeds. This might be all the more challenging since some of the Islamic militants imprisoned in France in the 1990s for their support and/or participation in the terrorist attacks of 1995-1996 and the failed plots of 1998 have or are about to be released. Once out of jail, they might reconstitute their own networks or join newer ones. Their past expertise and contacts will represent a capital that AQIM can tap into.

In conclusion, the globalization of the Algerian struggle through the merger between the GSPC and al-Qaeda represents an increased threat for France in particular and Europe in general. AQIM has set up the means and the motive: funding streams established throughout Europe; increased availability of (experienced) foot soldiers; and a renovated ideological framework able to inspire a new generation of fighters. The only element missing in the puzzle is opportunity.

Comunicado de al Qaeda en el Magreb fechado el 19/08/07. Desmiente varias noticias aparecidas en las últimas semanas en la prensa argelina, si bien reconoce la muerte de Az-zubayr Abu Saajida, aunque advierte seriamente a los periodistas.
...Nous tenons aussi à adresser un message à certains des medias qui ont gardé un minimum de professionnalisme et d’équité :

Le code d’honneur de la profession interdit à tout journaliste digne de rapporter à chaque fois des informations mensongères de sources sécuritaires douteuses, sans tenir compte des critères de précision ou d’objectivité. En particulier, nous tenons à vous prévenir du fait de suivre le chemin d’un des journaux algériens qui est devenu un des nombreux souliers des services secrets et dont le directeur de la rédaction est un des porte-parole des tyrans, qui n’épargne ni les moudjahidin ni même ses collègues journalistes.
