Joint Intelligence Task Force for Combating Terrorism (JITF-CT):

Paralleling in function the JTTF’s desire to share intelligence analytic capabilities on the domestic front is the Defense Intelligence Agency’s Joint Intelligence Task Force for Combating Terrorism (JITF-CT). The task force was originally an initiative of the Chairman of the Joint Chiefs of Staff to enhance DoD’s intelligence support to combating terrorism, with a particular focus on threat analysis and warning. However, the JITF-CT has recently expanded its charter for protecting DoD personnel, facilities, and interests, to facilitate information exchange with federal, state, and local agencies.
The evolution of the task force seemed predestined to unite it with civil law enforcement counterterrorism efforts. By September 2002, the task force had stood up a JITF-CT Domestic session, comprised of Reserve Intelligence Officers and analysts whose civilian occupations lay predominantly in the law enforcement community. This hybrid collection of intelligence, legal, and law enforcement professionals produced a unique perspective and capability that portended mutual benefits for DoD and law enforcement agencies across the governmental
spectrum.57

That potential matured with another procedural initiative: the JITF-CT RISS-Net Information Exchange System (JRIES). Designed to facilitate the aforementioned information exchange, the objective of JRIES is to provide consistent user interface through which to collaborate, access background data, and exchange analysis and feedback. A successful pilot test for this initiative, teaming DIA, NORTHCOM, the California Anti-Terrorism Information Center, and the New York City Police Department Counterterrorism Division, took place from 23 December 2002 to 6 February 2003.58 On the strength of that test, the program has already expanded to 24 participants (see Figure 5), 59 with another 24 deployment sites planned for in the near future. 60

JITF-CT: The Defense Intelligence Agency established the Joint Intelligence Task Force-Combating Terrorism to provide enhanced analysis and production to support worldwide efforts to counter terrorism. JITF-CT analysts produce daily assessments of possible terrorist threats to DoD personnel, facilities, and interests.

To support DoD efforts in the global war on terrorism, DIA established the Joint Intelligence Task Force for Combating Terrorism (JITF-CT) to consolidate and produce all-source terrorism-related intelligence. JITF-CT leads and manages the DoD counterterrorism intelligence effort and exploits all sources of intelligence to warn U.S. forces and to support offensive counterterrorism operations. It collects, analyzes and shares intelligence with military commanders, government officials and other intelligence agencies.
