Gracias.

SCHEME OF WORK

Course title: Hostile Environment Close Protection [HECP] Training
Number of Unit Modules: 52
Length of each Unit Module: Variable
Location of venue: G4S Risk Management Training Hereford and Pershore UK

Introduction - overview of the course

The six day training course is designed to be deliverable at the G4S Risk Management Training Centres in Hereford and Pershore UK. In general the course will commence at 0800hrs and conclude at approximately 1830 each day with evening work included. As part of the formal entry to the HECP course delegates must hold a current valid International Driving License to facilitate driving on the UK roads.

Course design and teaching strategies take into account the different learning domains and styles. A variety of teaching methods will be used such as lectures, Power point presentations, Group activities, actual scenarios, discussions, question and answers sessions, debate, handouts and DVD/Video to ensure that all delegates have an effective learning experience. Assessment of learning will take place throughout the course by means of questions and practical exercises to develop ‘Fit for Role’ (FFR) assessments.

Throughout the course teaching methods will be advised according to individual delegate progress. Outdoor activity will take place and therefore delegates should have appropriate clothing available.

Aim of the course:

The purpose and scope of the HECP course is to develop Security Awareness in a simulated Hostile Environment and enhance professional Close Protection Skills to avert or mitigate risk in potential emergency situations; where Executive protection is paramount.

This is achieved by recognising the training needs and designated Training Objectives [TO’s] established as follows:

Training Objectives (T.O’s):

At the end of the HECP Course the delegates will be able to:

Recognise and apply the principles of Situation Awareness and Personal Security through preplanning defensive measures within an Area of Predictable Travel.

Review the adverse threat of weapons and Improvised Explosive Devices [IED]; Mortars and Mines.

Understand communication equipments and the utilisation of a Global Positioning System Unit [GPS] during vehicle movement and planning journeys to remote locations

Recognise the variable composition and formations of Close Protection [CP] Team’s movement in a tactical manner. High and Low profile moves and team drills in the Hostile Environment.

Value the response of immediate medical care to life threatening situations and emergencies in the Hostile Environment.

Develop through practice Hazard Awareness and Crash Avoidance [HACA] recognising the effects of Vehicle Dynamics and Instinctive Driving so as to respond appropriately in an emergency situation

Understand a basic knowledge of off road driving; engaging 4 wheel drive to negotiate driveable terrain; hill climbs and descents.

Review the aspects of practical em-bussing and de-bussing; anti ambush and cross over drills in the Hostile Environment.

Identify and practice a System of Vehicle Control and Defensive Driving to improve a driver’s road-craft on the open roads.

Foster the techniques of Defensive and Evasive Driving to evade or mitigate a threat within a simulated Hostile Environment.

Practice driver skill sets that are conducive to Close Protection Teamwork in the Hostile Environment and evaluate threatening situations and respond with the necessary corrective action.

Simulated, but authentic and testing practical scenarios and exercises will be conducted throughout the course, as this is the most appropriate means of learning life saving drills for the Hostile Environment.

Situation Awareness

Alert Conditions versus Shock
Understanding a colour coded system as an alert ‘mindset’ with a sliding scale of response versus the timeframe [in seconds] to perform or react effectively to an emergency situation..

Travel Pattern Analysis [TPA]
Interpreting routine and common routes as a high frequency of personal travel risk and by analysing this risk record the Areas of Predictable Travel [APT]. This is achieved by collating the intelligence that provides information of likely Surveillance and attack sites. This will also be achieved by reflecting on case studies.

Introduction to Surveillance Detection [SD]
Reviewing APT’s as a theatre of application to identify ‘normal or abnormal’ Activities through ‘profiling and signature.’ Understanding the surveillance Cycle to determine the surveillance detection pyramid of a location and surrounding activity; correlation of intelligence and the possibility of a transparent mistake[s] by an operator to unhinge an alert mechanism of a potential attack phase.

Attack Recognition & Response [AR&R]
Revisiting the Attack cycle and Alert Conditions. Understanding why we can fail to respond to an attack through limited Situation Awareness, and through case study the action that could be taken to evade or mitigate an attack.

Unit No Session Title Content/Description

7
Area of Predictable Travel [APT] Exercise
A practical exercise whereby delegates identify through recognition and correlation a likely attack site; both in a defensive and offensive [reverse perspective] method.

Until No Subject Content/Description

8-11; 23;34 & 35

Threats & Tactics Weapons Awareness
Firearms
The presence of weapons in theatre is a common sighting in Hostile Environments. Therefore it is important to understand the characteristics of safety and the effectiveness of firearms and the drills associated with them.

Improvised Explosive Devices
The use of Explosive Devices are common place in the Hostile Environment. Like firearms it is equally important to understand the characteristics of construction; components and the effects of explosives for safety purposes when searching facility rooms; vehicles and personnel. Linked to this session and vehicle security; a case study of an armoured vehicle is provided with the actual vehicle in situ that survived a Vehicle Borne IED suicide bomber in Kandahar October 2005.

Mortars
The delegate will understand the types of mortars as a threat and how to react with Personal Protective Equipment in a Mortar attack. This is followed by a simulated mortar attack and Medical response.

Mines and Unexploded Ordnance [UXO]
The delegate will recognise the different types and components of anti-personnel mines and the procedure for removing personnel from an unexpected suspect minefield area. This is followed by a practical exercise in a simulated threat environment.

Unit No Session Title Content/Description

12; 19 & 21

Defensive Driving
The delegate will evaluate the theory and practice the System of Vehicle Control to develop a driver’s road-craft. The performance of driving will be further enhanced by commentary driving placing the ‘thought process into speech’ with emphasis on Information; positioning; speed awareness and control. The interpretation of night driving will also be experienced.

Unit No Session Title Content/Description
