¿Comunicación estratégica para justificar la retirada? Los países que se han retirado no han dicho en ningún caso que en sus zonas de responsabilidad la seguridad haya mejorado tanto como para irse, dicen simplemente que o ya han cumplido, o que su gobierno prometió retirar las tropas (Holanda). El resto de miembros de ISAF lo que intentan justificar es como mandar más tropas,, más medios y adoptar un papel más activo sin que en sus países la población se entere (Italia, Dinamarca, Alemania, Noruega,....).En su opinión, los mensajes sobre la mejora de la seguridad pronunciados por fuerzas extranjeras, que encuadra en la "comunicación estratégica", sólo buscan justificar la retirada de las fuerzas ante los electorados occidentales, que se oponen a la presencia de tropas en esta misión, que ya dura más de una década

KABUL, Afghanistan (Feb. 7, 2011) — A suicide bomber detonated an explosive device at the customs house in Kandahar City, Kandahar province today.
One person, who was not an International Security Assistance Force service member, was killed in the explosion. Five people were wounded, two of which were ISAF service members.

An effective Afghan police force is fundamental to the success of the international mission there, a British official said after a scathing assessment.
A report published Wednesday by British lawmakers blasted efforts by the European Union to help train the fledgling Afghan national police.
"There is a real risk that the EU will fail in an area where it should show leadership," the report reads.
The EU deployed its police forces, EUPOL, to Afghanistan in 2007 but have yet to reach their goal of getting 400 Afghan trainers ready for work.
British Minister for the Middle East Alistair Burt said in a statement that he has pressured European leaders on the importance of establishing a robust security force in Afghanistan.
"We will continue to work hard with the Afghan and international colleagues to produce the police force the Afghan people deserve, capable of maintaining the security of Afghanistan in the future," he said in a statement.
The police are seen as vital to Afghanistan's stated goals of taking control over security operations in 2014. The European efforts, however, were described by London as "failing."
"Improving the Afghan police is fundamental to the success of the international coalition's mission and EUPOL plays a central role in that work," added Burt.
Twenty one militants surrendered to government in western Badghis province on Monday, local officials said.

The men were active in Qadis district of the province. The 21 men inclusing their commander , Mullah Isfandyar, have surrendered to government, a spokesman for governor of Badghis told TOLOnews.
The men have handed over their weapons to Afghan forces, he added.
The group said they will support peace process in their district and will not fight against the government again.
Provincial officials expressed optimism saying security will improve in Qadis district in the province if more militants renounce violence.
Taliban have not yet commented.
Afghan officials said they will start military operations in western Afghanistan soon to wipe out the militants.
